An Ormond Beach man who recently admitted to taking up-skirt photos of a Walmart shopper has been arrested in another voyeurism incident in Holly Hill.
James Allen Risi, 30, first tried his photography skills up the skirt of a 50-year old woman at Walmart. The victim told police another shopper in the store told her that a man had used his cell phone to take the photos.
The store's surveillance camera captured the incident from a distance. However, police were not able to identify the suspect. A different camera caught a better image of the suspect and when the images were released to the media and public, officers received an anonymous phone call in which a man said he was very certain that the man in the surveillance images was Risi, according to Holly Hill police Chief Mark Barker Barker.
Police made contact with Risi at his business, All About Electronicz, where he was wearing "an almost identical black baseball cap" and shorts as the man in the video, Barker said.
During an interview, Risi admitted he had taken the pictures. He said he did it on the spur of a moment and left quickly when he realized another shopper had seen him, Barker said.
The police department did not arrest Risi in that case, but the State Attorney's Office has since filed a misdemeanor charge of video voyeurism against him, spokeswoman Klare Ly said. That is probably because police have learned of another incident. Yes, he’s did it again and this time, it is a bit more serious. That’s because the latest victim was 10-years old, which raises the charge to a felony.
The latest charge, video voyeurism by a person 24 years or older of a child less than 16, stems from an August incident at Goodwill Store in the same shopping center as Risi’s electronics repair store. At the time, the store turned over the video to police because they weren't sure what the person in it was doing, Holly Hill police Chief Mark Barker said.
Once Risi was identified as the suspect in the Walmart incident, investigators went back to the video and realized it was him, Barker said.
They were able to identify the girl and interviewed her and her parents Wednesday, he said.
Barker described the views on the video as "very predatory," saying Risi stalked the girl around the store before shooting photos under the door of a dressing room.
The girl was not aware she was being photographed, he said.
